1 <br /> APPROVED 1120/26 <br /> MINUTES <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> BUSINESS MEETING <br /> December 1, 2025 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met for a Business Meeting on Monday, December <br /> 1, 2025, at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, NC. <br /> COUNTY COMMISSIONERS PRESENT: Chair Jean Hamilton, Vice-Chair Amy Fowler, and <br /> Commissioners Jamezetta Bedford, Marilyn Carter, Sally Greene, Earl McKee, and Phyllis Portie- <br /> Ascott <br /> COUNTY COMMISSIONERS ABSENT: None. <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Travis Myren, Deputy County Manager Caitlin <br /> Fenhagen, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> appropriately below) <br /> Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present. <br /> Board Organization <br /> a. Election of Board of Commissioners' Chair and Vice-Chair <br /> Vote for Chair of the Board of Commissioners: <br /> 7 votes cast for Jean Hamilton (Commissioner Bedford, Commissioner Carter, <br /> Commissioner Fowler, Commissioner Greene, Commissioner Hamilton, Commissioner McKee, <br /> and Commissioner Portie-Ascott) <br /> Jean Hamilton was elected Chair of the Board of Commissioners. <br /> Vote for Vice-Chair of the Board of Commissioners: <br /> 7 votes cast for Amy Fowler (Commissioner Bedford, Commissioner Carter, <br /> Commissioner Fowler, Commissioner Greene, Commissioner Hamilton, Commissioner McKee, <br /> and Commissioner Portie-Ascott) <br /> Amy Fowler was elected the Vice-Chair of the Board of Commissioners. <br /> Commissioner Portie-Ascott thanked Commissioner Bedford for her support and <br /> guidance. <br /> Vice-Chair Fowler seconded Commissioner Portie-Ascott's comments. <br /> Chair Hamilton encouraged everyone to re-read the rules of procedure and the code of <br /> ethics. She said the role of the chair is to facilitate the meetings, and to have productive and <br /> efficient meetings. She said the role is also to act as a spokesperson and to be responsible for <br /> signing many documents. She said she is looking forward to the role. <br /> b. Designation of Voting Delegates and Alternates for all NCACC and NACo Meetings for <br /> Calendar Year December 1, 2025-2026 <br /> Commissioner Carter was nominated by Commissioner Bedford to serve as the voting <br /> delegate for NACo. The Commissioners agreed by consensus. <br />
