He explained that the UDO is a working document <br /> and is constantly evolving. He said the document changes as a result of changing state regulatory <br /> requirements. He said the Planning Department is a delegated authority for the enforcement of <br /> the riparian buffers throughout Orange County, as well as for erosion control and stormwater <br /> management, which is all tied to these watershed protection overlay districts. <br />
