14
Slide #18
What Happens When Something Fails?
1. Is the failure known by the property owner?
2. Is the problem discovered early or late?
3. Is it a matter of normal maintenance/repair?
4. Or something more serious?
5. Is correction optional?...or mandatory?
6. Is the owner motivated to fix it?
7. Are funds available to fix it?
Answers to these questions may be more satisfying
for a Community system than for an Individual system
Commissioner McKee asked to return to the previous slide. He asked what happens if,
after a drain field fails, a repair area also fails.
Tony Whitaker said sometimes a dispersal field can benefit from resting, so it is possible
that the original drain field could be used again, but not if the system fails in a way that isn't
repairable.
Commissioner McKee asked if that option is more or less likely on a smaller lot.
Tony Whitaker said if there is advanced pre-treatment, there wouldn't be an issue.
Otherwise, the smaller the dispersal area, the higher the chance that there won't be a recoverable
repair. He said community systems are also valuable because individual owners may not know
that their system is failing until there is a dire situation, whereas community systems require more
intense inspections.
Slide #19
Historical Perspective:
Piney Mountain Neighborhood
Permit Approval 1992 Transfer of Regulatory Maio r Defects Licensed
in 1987 by: Authority to: Delegation to: IDA in 1993 by: Operator
NC DEHNR-DEM NC DEHNR-DHS OC Health Dept OC Health Dept Dissolved 1993
58 single family lots in Rural
F_ Soil
' Not fully built out when ..•• Evalua-
Dispersal
tion Design
F-1 Identified by OCHD during
Dispersal field d repair field o suitable Regula- Constr-
tory uction
F— Resolved via OWASA&Durham cooperation
sion 14
F—' Has left a lasting negative impres Operation
technologyF—.
