He emphasized that these processes are still about using <br /> natural biological processes to affect biochemical changes. <br /> Chair Bedford asked if OWASA also discharges wastewater into the stream once treated. <br /> Tony Whitaker said yes. <br /> Commissioner Carter asked what the difference was between monitoring in a system like <br /> OWASA's vs. a package treatment system. <br /> Tony Whitaker said OWASA is required to report to the state and are highly regulated in <br /> terms of the quality of discharge. He said they also likely do test every day for some particles. He <br /> explained why someone would use advanced pretreatment despite the expense. He said <br /> advanced pretreatment is a way to overcome limiting site or soil conditions and increase system <br /> capacity. He explained that given the same amount of soil and the same type of soil, it's possible <br /> to have a bigger system with advanced pretreatment, which means more homes on the same soil <br /> for a developer. <br />
