1 <br /> APPROVED 1/20/26 <br /> MINUTES <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> RETREAT <br /> November 14, 2025 <br /> 8:00 a.m. <br /> The Orange County Board of Commissioners met for a retreat on Friday, November 14, 2025 at <br /> 8:00 a.m. at Whitted Human Services Center in Hillsborough, NC. <br /> COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Jean Hamilton, <br /> and Commissioners Marilyn Carter, Amy Fowler, Sally Greene, Earl McKee, and Phyllis Portie- <br /> Ascott <br /> COUNTY COMMISSIONERS ABSENT: None. <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Travis Myren, Deputy County Manager Caitlin <br /> Fenhagen, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> appropriately below) <br /> Chair Bedford called the meeting to order at 8:10 a.m. All commissioners were present. <br /> Chair Bedford welcomed everyone to the meeting. She announced that the County <br /> Attorney, John Roberts, had a meeting this morning and would join as soon as possible. <br /> Cy Stober, Planning and Inspections Director, thanked the Board for their investment in <br /> learning more in preparation for the Land Use Plan. He explained the purpose of grouping the <br /> topics of septic systems, community septic systems, groundwater, and community wells. He <br /> emphasized that water and sewer access through OWASA or municipal utilities presents a <br /> different conversation than development in rural county areas. <br /> Orange County Land Use Plan 2050 — Board Request for Additional Information <br /> 1. Community Septic and Wastewater Treatment <br /> Chair Bedford welcomed Tony Whitaker, Professional Engineer. Tony Whitaker introduced <br /> himself as a long-term Orange County resident and professional engineer with 40 years of <br /> experience in the land development industry, primarily in the Orange County, Chapel Hill, and <br /> Durham area. He said he is currently on the Orange County Board of Health but is not speaking <br /> on behalf of that board today.
