From: "Debbie Shinbara" <dshinbara@ncsba.org>
To: "Leanne Winner" <Iwinner@ncsba.org>
Date: 3/14/03 12:53PM
Subject: Merger of School Districts
There is a lot of talk in Raleigh about merging school districts so that there are only 100 in the state.
NCSBA has had a long standing position opposing any such legislative action. The Governor's Efficiency
Task Force is recommending this. It was brought up at the last State Board of Education meeting with the
caveat that some incentive should be made available so that districts will merge on their own. They will be
voting on this at the meeting the first week on April.
There is also a lot of discussion in the General Assembly about doing this. If it happened it would most
likely be a special provision in the budget bill. In the first two years it would save the State less than
$500,000 per year but beginning in year three it would save the State approximately $13 million.
What you should do if you are impacted by this
1. Contact the members of the State Board of Education prior to the meeting the first week of April
2. Contact your legislators. It is especially important for them to hear from the elected folk. Legislators
that are chairmen of the Appropriations committee, the Education Appropriations sub-committee and the
Education committee will have particular influence in this decision.
If you wish to contact me about this please feel free to either call me 919-841-4040 or a-mail me at
Iwinner@ncsba.org.
Leanne W inner
Director of Governmental Relations
NCSBA
