ICF Response to RFQ 2689 <br /> Alan Dorman, Asset Management <br /> Services Director, 919-245-2627 <br /> PURPOSE: To review a cost proposal submitted by ICF Incorporated, LLC (ICF) for services <br /> related to the completion of the Electric Vehicle (EV) Fleet Transition and Charging Infrastructure <br /> Study, and approve and authorize the Manager to sign the Agreement after final review by the <br /> County Attorney. <br /> BACKGROUND: Orange County has adopted a Climate Action Plan that includes transitioning <br /> the County's vehicle fleet to electric vehicles to reduce greenhouse gas emissions. The County <br /> operates approximately 439 vehicles and equipment items across multiple departments with <br /> varying operational and infrastructure needs. While the County has initiated limited EV adoption, <br /> a comprehensive, data-driven strategy is needed to evaluate fleet replacement, lifecycle costs, <br /> facility readiness, and charging infrastructure requirements. <br /> In the FY 2025-35 Capital Investment Plan (CIP), the Board approved $100,000 for the completion <br /> of an EV Fleet Transition and Charging Infrastructure Study. The County issued a request for <br /> qualifications (RFQ) for the completion of the study, receiving fifteen (15) responses. Prior to the <br /> inclusion of this study into the CIP, the Board approved the installation of EV chargers at three <br /> different locations across Orange County. These locations will be included in the study's final <br /> report. <br /> All fifteen (15) proposals were reviewed by the evaluation committee, consisting of Sustainability <br /> Manager Amy Eckberg, Capital Projects Manager Angel Barnes, Asset Management Services <br /> Assistant Director Connor Wilkins; and Asset Management Services Director Alan Dorman. ICF <br /> was selected based on the strength of its response to the RFQ. ICF submitted a final cost <br /> proposal of $99,998. <br /> FINANCIAL IMPACT: ICF's proposal for the completion of the EV Fleet Transition and Charging <br /> Infrastructure Study, at the cost of $99,998, was funded in the FY 2025-35 CIP. <br />
