21
1 out the thick blue line in the middle of the map as the break line between the Jordan Lake Basin
2 and the Falls Lake Basin. He said there is a small section in the northern part of the county that
3 drains up to the Roanoke Basin in Virginia. The grey areas of the map are the municipal
4 boundaries. The light blue areas on the map are the protected watersheds, and the darker blue
5 areas are the critical watersheds. He explained that the darker blue watersheds are adjacent to
6 the water supply reservoirs. Chris Sandt explained that there are maximum impervious surface
7 area restrictions as well as density restrictions that vary by watershed and are based on the
8 criticality of the watershed. He pointed out the West Fork on the Eno Reservoir (WFER), which is
9 owned and operated by the town of Hillsborough. The WFER is about three times the volumetric
10 size of Lake Orange. It was built between 1990 to 2010 with some recent upgrades in the last five
11 years. Lake Orange does not have an intake, nor does the WFER, unlike University Lake and
12 Cane Creek Reservoir. He explained that Lake Orange is the only reservoir that is subject to the
13 reservoir setbacks that can't be met because the lots are too small, as they were platted and built
14 before the rules existed.
15
16 Slide #7
Impervious Surface Limits for WPQDs
Table I—Impervious Surface Limits
WaterashedProtettlon Impervious tamiu(Reside•ntial) Impervious Umits(Non-Residential) FAWN k-lop--Date
(lvealy Dl3trltt
Uri iveesity LakeCdtlolAm OXIII-W 6%twUDDlahle4,2_5A Wmptoao 6% Ap111,199D
U-mray Um ProteM(IINIY- 6%(se OM Wk415.1 tm eaeptiml 12%(w1lX)41k 4.1.6 tar mgAkirM ApdIZ 1990
PW}
Coo CreekCrltkalArm(CAK-CN 6%(snODD Table 41.5.1krescepm) 6% Dade 19,19"
Cane Geek Pmteded(CAN 6PIU) 6%(we Mable 413A lw rueptm i 12%(*t UD041k41.6 Tar evtW"tl oaotm 19,1999
Upper Eno CrnkalAn(II-ENO-CA} 64(seeiMlaNle415.11W ftnoral 6% tawny 1,1994'
12%(oul irk of lrawtorr Areas)
Upper Ga ProtedCed(D-EMD-Ml3D%(wdkinlmnimn Arras) 12%Isre UMW it CMior ercgAlmnl Jimay 1,1994'
76%(wdhin"hlgh dvrairy"er EDD Areas)
24%(wilhcwlaad Amer) 14%IWOi tur6 an69ullrrl
lower Erro PmWed(L•ENO•PW) 36%Iwnhout curb and ptkd 36%Iwhhoot evrh aad gatie'l Jamamy 1,19%
70%(W10*1110 de 4rook") 704(wit high dmuty'or EDD Ama%l
Wile Rive,holected(LITTLE-PWI 6%(see=TaW4,25.1INiso plops) 12%IseeUDOTaNt4.2.6for eueptirroo km"1.Twit
12%ladndee1 iramnkm Ar )
Ila (mkPmhd4d(O9K-PW) 3D%Iwnhialrarrsmon Area) 12%IsnODD W*41.6Jim eueptbrrsl
70%Iwrthin'hlo derrsdry"w EDD Areas) lamamy 1.1994
WIN I"EMkProtedad lNAU-PW) 12% 11%(see UM Wa04.2.6Tordnept1on0 hnmry 1,1994
Flat Rini Protected IRAT-MI 12% 12%Isee ODD Wile 4.2.6 farenepudnsl Jammy 1.1994
Haw ftlow Protedrd NIAW-PWI 24% 14% lawiry 1.19%
kr"lake Prareded UORDAN-PW) 24% 24% laniary 1.1994
'thrrr orcada9rroaaletteplAsrtsto rAe.EristAsg1kavAgmem mxrsyec;IeeoporcrA luored Aflrmrayfal rWn+roaLauPnrnnir(WFERI.
ORANGE COUNTY
NOIXM CAROLINA
17
18 Chris Sandt said this table was created by staff in December 2024.
