The Board discussed and approved <br /> 4 appointments to the Orange County Juvenile Crime Prevention Council (JCPC). <br /> 5 <br /> 6 BACKGROUND: The N.C. Department of Public Safety partners with the Juvenile Crime <br /> 7 Prevention Council (JCPC) to galvanize community leaders, locally and statewide, to reduce and <br /> 8 prevent juvenile crime. JCPC members are appointed by the Board of County Commissioners <br /> 9 (BOCC). Members represent nineteen (19)different fields/organizations, and the BOCC may also <br /> 10 appoint up to seven (7) at-large members. <br /> 11 <br /> 12 Since the BOCC decided at its December 1, 2025 Business meeting not to appoint a county <br /> 13 commissioner to the JCPC and instead pursue appointing a staff designee, new information has <br /> 14 emerged regarding who may be eligible to serve in certain JCPC positions. <br /> 15 <br /> 16 The Manager recommends that the BOCC consider the following appointment, and also consider <br /> 17 appointing a county commissioner to the JCPC: <br /> 18 <br /> NAME POSITION TYPE OF TERM <br /> DESCRIPTION APPOINTMENT EXPIRATION <br /> TERM DATE <br /> Caitlin County Commissioner Partial Term 6/30/2026 <br /> Fenhagen Appointee <br /> BOCC Member County Commissioner Partial Term 6/30/2026 <br /> 19 <br /> 20 Tara May, Deputy Clerk to the Board, introduced the item. <br /> 21 <br /> 22 A motion was made by Commissioner Bedford, seconded by Vice-Chair Fowler to appoint <br /> 23 Deputy County Manager, Caitlin Fenhagen, to the JCPC. <br /> 24 <br /> 25 VOTE: UNANIMOUS <br /> 26 <br /> 27 Commissioner Bedford volunteered to serve as the commissioner appointee if no one else <br /> 28 wanted to, noting she'd served before. She referenced the racial disproportionality in juvenile <br /> 29 justice in Orange County, recalling a report former Commissioner Richardson brought to the Board <br /> 30 from two and a half years ago showing numbers are higher than she anticipated. <br /> 31 Commissioner Fowler and McKee briefly discussed that the BOCC member seat was <br /> 32 different from what Commissioner Carter had previously held. They clarified that after deciding <br /> 33 Commissioner Carter wouldn't give up the seat, they initially weren't going to fill it, wanting a <br /> 34 designee which wasn't allowed under the bylaws. <br /> 35 Commissioner Carter added context about the evolving interpretation of bylaws - they <br /> 36 believed they could designate someone, but the County Attorney clarified it didn't require a <br /> 37 commissioner, leading to their decision to bring in Caitlin Fenhagen, though they'd now evolved <br /> 38 to wanting a commissioner in the role. <br /> 39 <br /> 40 A motion was made by Commissioner Greene, seconded by Commissioner McKee, to <br /> 41 appoint Commissioner Bedford as the County Commissioner on the JCPC. <br /> 42 <br /> 43 VOTE: UNANIMOUS <br /> 44 <br /> 45 <br />
