Attachment 5 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 BUSINESS MEETING <br /> 5 December 9, 2025 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Business Meeting on Tuesday, December <br /> 9 9, 2025, at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, NC. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Jean Hamilton, Vice-Chair Amy Fowler, and <br /> 12 Commissioners Jamezetta Bedford, Marilyn Carter, Sally Greene, Earl McKee, and Phyllis Portie- <br /> 13 Ascott <br /> 14 COUNTY COMMISSIONERS ABSENT: None. <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Travis Myren and Clerk to the Board Laura Jensen <br /> 17 (All other staff members will be identified appropriately below). <br /> 18 <br /> 19 Chair Hamilton called the meeting to order at 7:00 p.m.All commissioners were present. <br /> 20 <br /> 21 1. Additions or Changes to the Agenda <br /> 22 A motion was made by Commissioner McKee, seconded by Commissioner Carter, to add <br /> 23 the approval of a Resolution Supporting JCPC Legislative Requests for Increased Funding as <br /> 24 item 8-h, and to add item 11-a to discuss appointments to the Orange County Juvenile Crime <br /> 25 Prevention Council. <br /> 26 <br /> 27 Commissioner Bedford pointed out that there is also a need to add a closed session to <br /> 28 consult with the county attorney. <br /> 29 <br /> 30 Commissioner McKee amended his motion to include all three additions. <br /> 31 <br /> 32 VOTE: UNANIMOUS <br /> 33 <br /> 34 Chair Hamilton read the public charge. She reviewed the instructions for making public <br /> 35 comment. <br /> 36 <br /> 37 2. Public Comments (Limited to One Hour) <br /> 38 a. Matters not on the Printed Agenda <br /> 39 Bill Madden said he used to referee adult soccer in Chapel Hill and recalled that Mark <br /> 40 Marcopolos played in the league. He said former Commissioner Marcopolos cared about his <br /> 41 teammates and everyone on the field. He said he helped canvas for Mark Marcopolos when he <br /> 42 ran for the Board of County Commissioners, and he will be missed. He also thanked <br /> 43 Commissioner Greene for her time on the Chapel Hill Town Council, recalling her past role in <br /> 44 questioning developers about affordable housing, and appreciated her public service and public <br /> 45 transit use. He added his wishes that she'd stay for another year on the Board. <br /> 46 <br /> 47 b.
