2 <br /> Stelco Electric — Basis for Determination <br /> The bidder was not the lowest bidder and did not provide pricing for Alternate 1 or Alternate <br /> 2. Additionally, the bidder failed to use the revised bid form that included pricing for Alternate <br /> 1 and Alternate 2. <br /> Rejecting all bids at this time will allow OCPT staff to reassess the project scope, cost <br /> estimates, technical requirements, and procurement strategy to ensure alignment with <br /> available FTA and NCDOT funding, current market conditions, and project readiness. Staff <br /> will revise the solicitation documents as necessary and re-advertise the project, or pursue an <br /> alternative procurement method permitted under federal, state, and County requirements. <br /> FINANCIAL IMPACT: There is no fiscal impact associated with the rejection of bids at this time. <br /> No funds will be expended unless and until a future contract is approved by the Board of County <br /> Commissioners. Federal, state, and local funds will remain available for the project, subject to <br /> applicable grant timelines and approvals. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION <br /> OBJECTIVE 1. Identify the priorities and resources necessary to implement the Climate <br /> Action Plan. <br /> OBJECTIVE 2. Invest in our infrastructure to reduce the environmental impact of the <br /> County fleet/facilities and improve safety. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1. Reject all bids received for the Electric Vehicle Charging Station (EVCS) Installation Project <br /> at the Orange Transportation Services Facility; and <br /> 2. Authorize staff to revise the project scope and re-advertise for bids, or pursue an alternative <br /> procurement method, as appropriate. <br />
