Reject all bids received for the Electric Vehicle Charging Station (EVCS) Installation Project <br /> at the Orange Transportation Services Facility; and <br /> 2. Authorize staff to revise the project scope and re-advertise for bids, or pursue an alternative <br /> procurement method, as appropriate. <br /> BACKGROUND: Orange County Public Transportation (OCPT) issued a solicitation for the <br /> Electric Vehicle Charging Station (EVCS) Installation Project located at the Orange Public <br /> Transportation Services facility to support the County's transition to zero-emission transit vehicles <br /> and to provide the necessary charging infrastructure at the Transit Operations Facility. The project <br /> is funded through a combination of Federal Transit Administration (FTA) discretionary funds <br /> administered by the North Carolina Department of Transportation (NCDOT) Integrated Mobility <br /> Division (IMD), along with required local match funds. <br /> Bids were received and evaluated in accordance with County procurement policies and applicable <br /> FTA and NCDOT requirements. <br /> Following a detailed evaluation, staff determined that the bids received did not meet the <br /> County's needs for this federally funded project. The submitted bids were either non- <br /> responsive, did not fully meet technical specifications, exceeded available project funding, or <br /> did not represent the best value to the County. Under County procurement policy, and <br /> consistent with FTA and NCDOT guidance, the Board of County Commissioners may reject <br /> all bids when it is determined to be in the County's best interest. <br /> Green State Power, LLC — Basis for Determination <br /> Upon review of the pricing details, a substantial discrepancy was identified between the <br /> written pricing and the numerical pricing. In addition, the bidder did not use the revised bid <br /> form that requested pricing for Alternate 1 and Alternate 2, and failed to provide pricing for <br /> Alternate 2. <br />
