He explained that the UDO is a working document <br /> 20 and is constantly evolving. He said the document changes as a result of changing state regulatory <br /> 21 requirements. He said the Planning Department is a delegated authority for the enforcement of <br /> 22 the riparian buffers throughout Orange County, as well as for erosion control and stormwater <br /> 23 management, which is all tied to these watershed protection overlay districts. <br /> 24 <br />
