15 <br /> 1 Slide #13 <br /> Proposal for Orange County's Financial <br /> Incentives for CITEL America, Inc. <br /> Questions & Discussion <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br /> 2 <br /> 3 A motion was made by Commissioner McKee, seconded by Vice-Chair Fowler, to open <br /> 4 the public hearing. <br /> 5 <br /> 6 VOTE: UNANIMOUS <br /> 7 <br /> 8 PUBLIC COMMENTS <br /> 9 None. <br /> 10 <br /> 11 A motion was made by Vice-Chair Fowler, seconded by Commissioner McKee, to close <br /> 12 the public hearing. <br /> 13 <br /> 14 VOTE: UNANIMOUS <br /> 15 <br /> 16 Commissioner Bedford asked about the sales tax implications for the sale of surge <br /> 17 protectors. <br /> 18 Patrick Coyle explained that sales tax would depend on the end user- if sold to an in-state <br /> 19 end user there would be sales tax, but sales to resellers wouldn't collect sales tax until the final <br /> 20 sale. <br /> 21 Commissioner Carter spoke in favor of this proposed incentive agreement and what the <br /> 22 company brings to Orange County. She said this is aligned with the County's strategic goals. <br /> 23 Commissioner McKee said he is delighted to have this in front of the Board tonight. He <br /> 24 said he's familiar with the building and was aware it had been vacant for a year. He complimented <br /> 25 real estate agent Emilee Collins on finding this opportunity. He said the proposal is net positive <br /> 26 from the get-go. <br /> 27 <br /> 28 A motion was made by Commissioner McKee, seconded by Vice-Chair Fowler, to approve <br /> 29 the performance-based incentive agreement between Orange County and CITEL America, Inc., <br /> 30 subject to final review by the County Attorney, authorize the Chair to sign the Performance <br />
