County staff conducted a site visit for <br /> verification and photographs. <br /> • The appellant notes that the subject property shouldn't be compared to flat, level farmland due <br /> to several factors limiting land utility, including floodplain, buffers, an easement and a leach <br /> field. The appellant estimates that approximately 44%of the land is unusable as a result of <br /> these constraints. <br /> • Following a field inspection and desktop review, County staff agrees that at least 44%of the <br /> land is effectively unusable. This reduced utility is reflected in the current assessment through <br /> a-55%land adjustment, indicating that the subject is not being valued as flat, fully usable <br /> farmland. <br /> • Staff reviewed a sales analysis using the appellant's Orange County comparable sales. The <br /> appellant's sales from Alamance and Person Counties were excluded from consideration. <br /> Despite being smaller than the subject in terms of livable area,the three comparables are all <br /> older than the subject property.
