The area around the kitchen sink is
actively decaying, and the flooring throughout the home requires replacement. Major systems
including plumbing, electrical, and HVAC need updating or complete replacement to meet
current standards.
• Hudson Vaughn was called as a witness and presented evidence on behalf of the appellant.
Evidence submitted by the county representative:
• The subject property is a 1,040 sf single family home with 2 bedrooms and 1 bath on a.25 acre
lot in the Northside district in Chapel Hill.
• During the BOER ordered neighborhood review, the base land rate was reduced from$250,000
to $220,000 resulting in the current total value of$346,400.
• Based on the condition of the home, The County recommend reducing the effective year built,
1984 to the actual year built 1979 and adding an additional physical depreciation of 10%
resulting in a reduction in value from$346,400 to$329,000.
• Photo
• GIS Map
• Sales and Equity Analysis
• Current Property Record Card
• Proposed Property Record Card
