The appellant also states <br /> that the water stands in the yard any time it rains. The appellant provided 201 Rencher Street <br /> and 217 Holman Drive as comparable sales. <br /> Evidence submitted by the county representative: <br /> • Subject Property: The subject property is a 0.32-acre lot improved with a 1,600-square-foot <br /> single-family dwelling located at 121 Rencher Street in Hillsborough. County staff conducted a <br /> site visit for physical verification and photographs. Staff also reviewed the appellant's appeal <br /> materials and supporting documentation. <br /> • Appellant's Statement: The appellant states that the dwelling has general condition issues and <br /> requires extensive repairs. However, no photographs or cost-to-cure estimates were provided to <br /> support these claims. The appellant submitted two comparable sales: 217 Holman Drive and <br /> 201 Rencher Street. The sale at 217 Holman Drive (November 2023)was unqualified and <br /> therefore could not be considered. The sale at 201 Rencher Street(January 2021, $115,000)is <br /> located within a commercial neighborhood(HO12) and represents a former barber shop <br /> converted to residential use. <br /> • County Review: County staff conducted a sales analysis of comparable properties recently <br /> sold along Rencher Street. <br /> 0 107 Rencher Street: Recently renovated. <br /> 0 122 Rencher Street: Completely renovated. <br /> 0 200 Rencher Street: Smaller than the subject and not fully renovated. <br /> • Conclusion: After review, the County recommends reducing the subject's quality grade from <br /> C+5 to C and adjusting the effective year built from 2009 to its actual year built of 1999 to <br /> better reflect its current condition. The County also proposes adding a-15% adjustment to the <br /> subject's lot to account for poor drainage.
