The appellant also provided <br /> a comparable sale as supporting documentation. <br /> • Hudson Vaughn was called as a witness and presented evidence on behalf of the appellant. <br /> Evidence submitted by the county representative: <br /> • The subject property is a 0.16-acre tract improved with a 1,000-square-foot single-family <br /> dwelling located at 107 Eugene Street in Carrboro. County staff conducted an on-site field <br /> inspection for physical verification and photographs. Staff also reviewed the appellant's appeal <br /> and supporting documentation. After completing this review, County staff recommends the <br /> following adjustments: <br /> - Reduce the Quality Grade from C-10 to D+5 <br /> - Reduce the Effective Year Built to the actual year built(previously 1977) <br /> - Apply 35%additional physical depreciation <br /> - Apply a—15%land adjustment for drainage issues <br /> • Additionally,the subject's lot value was reviewed as part of a BOER-ordered neighborhood <br /> analysis conducted by Tanner Valuation Group.
