This base rate was established using the <br /> extraction method, supported by two 2024 sales: 1514 Arthur Minnis Road and 124 Zoia Lane. <br /> The attached analysis also includes a display of comparable properties enrolled in the Present <br /> Use Value(PUV)program, 6707 Union Grove Church Road. <br /> • County staff reviewed the submitted information,including the recorded plat. The current <br /> assessment includes a—20%land adjustment to account for shape and stream influence. Upon <br /> further review, additional factors affecting usability and marketability were identified, <br /> including: <br /> Significant topographical limitations: Overhead power line encumbrances, and two 130-foot <br /> stream buffers that restrict development potential. <br /> • To appropriately reflect these combined constraints, staff recommend increasing the land <br /> adjustment from—20%to—50%. <br /> • Applying the revised—50%land adjustment results in a new land value of$294,900.
