<br />Dr. Adams presented a budgetary request from the Joint Orange-Chatham Community <br />Action Committee. This budget is to be shared by Chatham County but Orange County's <br />share of the Program Development proposal being prepared amounted to $1,649.58. The <br />entire Program Development proposal will be financed as follows: <br />Total Budget $27,493.00 <br />Chatham County's Share $10,977.20 <br />Orange County's Share $16,495.80 <br />Dr. Adams explained that ninety per cent (90%) of the cost of this program will <br />come from Federal Funds and that Orange County's share will amount to ten per cent <br />(10%) which will require the appropriation of $1,649.58. Discussion ensued. <br />Upon motion of Commissioner Smith, seconded by Commissioner Walker, it was <br />moved and unanimously adopted, that Orange County appropriate from the Emergency <br />Fund the sum of $1,649.58 to the Joint Orange-Chatham Community Action Committee <br />for Economic Opportunity. <br />Commissioner Ray presented the following letter from Thomas D. Rose, Engineer, <br />of Chapel Hill, North Carolina. <br />"In reference to our discussion regarding a proposed lake on the East branch of <br />Eno River, near Mt. Zion Church, I submit herewith some preliminary information. I <br />am referring to it as "Lake Orange." <br />Based on your knowledge of the terrain, you stated that the lake would have a <br />surface area of approximately 150 acres and an average depth of approximately 10 fee <br />Under these conditions the lake would have a volume of approximately 490 million <br />gallons. From County maps we estimate the drainage area at about 6,200 acres or 9.7 <br />square miles. <br />Using the foregoing as a basis, I have made certain calculations and have <br />prepared the following tabulation, comparing the proposed lake with other known lake <br />All of these lakes are in actual use. Incidentally, the writer's firm handled the <br />engineering on Richard Lake for the Cone Mills, Greensboro, N. C., and Lake Fisher <br />for the city of Concord, N. C. Total Draft--M.G.D. 4.4 2.0 7.5 3.9 <br />On line 6, the Draft in million gallons per square mile, I have used the figure <br />0.40, which you will note is lower than the figures shown for the other lakes. At <br />this figure, which appears to be conservative, Lake Orange should supply a daily <br />draft of 3,900,000 gallons. <br />The above statements are approximate and preliminary, but should serve as a <br />guide when considering future action. Before any definite cost figures can be given, <br />actual surveys would have to be made. Base lines should be run within the proposed <br />lake area, levels taken and cross sections made to determine the height of the dam, <br />the lake volume and the water line elevation. Then a complete report could be made. <br />The cost of these surveys and the report would have to be estimated after an <br />inspection trip of the area." <br />The County Administrator was requested to advise Mr. Rose that it planned to <br />proceed with the necessary water survey.. <br />Ed Barnes, County Extension Chairman, stated in a letter to the Board that the <br />following Orange County citizens have been asked and have agreed to serve for a three <br />year period on the Orange County Extension Advisory Board: <br />E. Wilson Cole, Hillsborough, N. C. <br />William F. Hogan, Route 2, Chapel Hill, N. C. <br />Richard C. Roberts, Route 1, Hillsborough, N. C. <br />William C. Dorsett, Route 1, Efland, N. C. <br />Verna Burnette, Route 3, Mebane, N. C. <br />Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was moved <br />and unanimously adopted, that the citizens named by Ed Barnes, County Extension <br />Chairman, be appointed to serve a three year term on the Orange County Extension <br />Advisory Board. <br />The Board endorsed action taken by Chairman Bennett who granted permission to <br />the Hillsborough Garden Club to plant roses on that portion of the bank, owned by <br />Orange County, located just south of the courthouse.
