Docusign Envelope ID:CFFAFF29-39B4-41E3-B543-CDBEE36AF789 <br /> Evidence submitted by the county representative: <br /> • The subject property is a 9.58-acre tract located at 2008 Crossroads Church Cemetery Road in <br /> Hillsborough. The appellant states that the parcel is completely wooded and lacks a well,perc <br /> site, and driveway. The appellant also notes that the property is encumbered by a power line <br /> easement and its associated buffer area. As supporting documentation,the appellant submitted <br /> the sale of an adjoining parcel,PIN 9862180768. <br /> • County staff reviewed the appellant's appeal as well as the subject's property record card. The <br /> comparable provided,PIN 9862180768,was recently subdivided into a smaller tract. Prior to <br /> the split,the parent parcel(PIN 9862089883)consisted of 28.34 acres and sold on January 24, <br /> 2023, for$320,000. After the subdivision,the comparable tract was reduced to 20.58 acres, <br /> and its 2025 assessed value is $369,200. <br /> • County staff performed a sales analysis using the appellant's comparable,which was also the <br /> only land sale in the subject neighborhood. The comparable's price per acre was calculated at <br /> $11,291, compared to the subject's assessed price per acre of$24,457. The comparable is <br /> significantly larger than the subject,resulting in a lower price per acre. Additionally,the <br /> comparable has significantly reduced utility due to its lack of road frontage, irregular shape, <br /> the power line easement running through the center of the property(with buffer requirements <br /> on both sides), and the presence of a stream. <br /> • After review, County staff recommends adjusting the subject property's land adjustment from - <br /> 20%(Power Line Easement)to -30%(Market), applying an additional 10%reduction to <br /> account for the power line easement, associated buffer, and the irregular shape of the parcel. <br /> This recommended change would reduce the subject property's assessed value from$267,800 <br /> to $234,300. <br /> • GIS Map <br /> • Sales Analysis <br /> • GIS Map of Comparable Sale <br /> • Comparable Sale MLS Information <br /> Motion of the Board Accept Coun 's Proposed Value: $234,300 <br /> Made the motion Saru Salvi <br /> Seconded the motion Shannon Julian <br /> Voted For All BOER Members <br /> Voted Against <br /> Property Identification: <br /> Property Owner Russell C.
