Evidence submitted by the county representative: • Subject Property Overview o The subject property is a 0.17-acre vacant lot located on Bellvue Avenue in Hillsborough. The appellant states that this appeal is based on comparable properties and submitted three recent transfers as supporting documentation. • Review of Appellant's Evidence o County staff reviewed both the appellant's submitted sales and the subject's Property Record Card. None of the properties provided by the appellant were qualified sales, and therefore could not be considered for valuation purposes. • County Analysis o County staff analyzed the subject's Property Record Card along with a sales analysis of vacant lots within the subject's neighborhood. During this review, staff observed that a single-wide manufactured home was straddling the property line,which has a negative impact on marketability and usability of the subject lot.
