To <br /> compare a home on this street to homes on neighboring streets is an unfair comparison. For <br /> example, Churton Grove is two streets over, English Hills is one street over. Two vastly <br /> different neighborhoods, full of large stick-built homes,paved roads and cul-de-sacs. While <br /> they are close in proximity and maybe even similar square footage in some cases,the impact of <br /> the appearance, functionality on Buttonwood Drive must be taken into consideration." <br /> • The appellant provided an offer received from an investor as supporting documentation. <br /> Evidence submitted by the county representative: <br /> • The subject property is a 0.69-acre lot improved with a 1,491-square-foot single-family <br /> dwelling located at 604 Buttonwood Drive in Hillsborough. The appellant states that <br /> the property is located on an unpaved street and in proximity to several modular and <br /> manufactured homes. The appellant also asserts that Buttonwood Drive is inferior to <br /> surrounding neighborhoods. As supporting documentation,the appellant submitted an <br /> offer-to-purchase letter from an investor offering a cash price of$326,000. <br /> • County staff reviewed the appellant's supporting documentation as well as the <br /> subject's Property Record Card. The submitted offer-to-purchase letter represents an <br /> investor seeking to acquire property at discounted rates and does not reflect true <br /> market value. County staff also reviewed a sales analysis of comparable properties in <br /> the subject's neighborhood. <br /> • After review, the County recommends the following changes: <br /> - Reduce the Effective Year Built from 2009 to 2004 <br /> - Reduce the Quality Grade from B-10 to B-15 <br />
