Montgomery
Tim Hillhouse
Josh Brady
Jay Smith
4.3
As the selected consultant for Orange County’s Facilities Master Planning initiative,
our team collaborated closely with county leadership and stakeholders to develop
strategic master plan with a 2024 planning horizon focused on County properties,
both leased and owned. Our work included a comprehensive review and condition
assessment of 42 key facilities encompassing approximately 795,600 square feet.
We conducted thorough analyses of population growth, program demand, facility
utilization, and hybrid work impacts, resulting in space optimization strategies
and actionable plans for renovation, consolidation, and new development. Special
attention was given to assessing infrastructure vulnerabilities, including widespread
indoor environmental concerns such as mold, and delivering cost-effective,
sustainable solutions to improve long-term facility performance.
Additionally, O’Brien Atkins was retained for an additional service of evaluating the
Justice Department and determining feasible options for consolidating departmental
functions. This work was completed in 2025.
+
Docusign Envelope ID: ED9774D9-AC0C-4CB2-997F-EA672B7B6C5D
