3 <br /> <br />C. Project Governance and Scope of Services <br />The selected firm will be expected to manage both scopes of work as a unified project, <br />maintaining consistent communication, collaborative planning, and coordination with Orange <br />County leadership. The project will be overseen by an Owner Design Committee that <br />includes representatives from Asset Management Services, the Sheriff’s Office, and other <br />relevant County departments. Final approval authority for all design and construction <br />decisions will rest with the County Manager. <br /> <br />Orange County is seeking a design partner who demonstrates deep expertise in justice <br />system facility design and who shares the County’s values of transparency, sustainability, <br />operational excellence, and fiscal responsibility. The firm must be capable of delivering high- <br />quality outcomes that align with the County’s strategic vision and long-term public safety <br />goals. <br /> <br />Specific Tasks: <br />• Meet with County representatives and/or other team members as needed to discuss <br />the design concepts and coordinate the Firm’s work. <br />• Work with the Construction Manager at Risk on all aspects of the design, construction, <br />and closeout process. <br />• Review existing plans and documentation to become familiar with the original design <br />capabilities and configurations. <br />• Perform field investigations of the areas involved to gain a better understanding <br />• of existing conditions. <br />• Provide feasibility analyses or studies. <br />• Provide construction documents, including drawings and specifications, suitable for <br />review, permit, and bid. <br />• Provide a timeline for the implementation and completion of this project. <br />• Provide construction cost estimates. <br />• Attend required meetings for approvals with local authorities having jurisdiction for a <br />permit or board approvals when necessary. <br />• Provide assistance with the bidding process and permitting to answer questions and <br />provide plan revisions as required. <br />• The Contractor will be responsible for all permit and inspection fees. <br />• Provide oversight of the construction activities. <br />• Provide shop drawing reviews and responses to RFIs. <br />• Provide close-out phase services, including, but not limited to, submission of <br />drawings, as-built drawings (in ACAD and PDF Formats), and other project-related <br />documents. <br /> <br /> <br />III. Project Background: <br /> <br />A. John Link Government Services Center <br />The John Link Government Services Center, located at 200 South Cameron Street in <br />downtown Hillsborough, encompassing 25,991 sq. ft. and originally constructed in 1992, <br />has historically served as the main administrative building for County Government. The <br />building has steel framing with concrete floors, masonry facade, and metal/membrane <br />roof.
