Proposed Fee Changes Quintana Stewart, 919-245-2412 <br /> Frederick Perschau, 919-245-2414 <br /> PURPOSE: To approve changes to the Personal Health Services fee schedule as recommended <br /> by the Board of Health and amend the FY 2025-26 County Fee Schedule. <br /> BACKGROUND: Personal Health Services within the Orange County Health Department has <br /> requested two (2) new fees — not previously listed in the fee schedule — be added for COVID-19 <br /> vaccine immunizations (effective December 10, 2025). These fees were $0 in the prior fiscal year <br /> based on American Rescue Plan Act (ARPA) funding covering the costs during and after the <br /> pandemic. That funding has now ceased, and the two fees are recommended to be raised. The <br /> new fees will apply to all patients paying by private insurance, Medicaid, or self-pay on a sliding- <br /> fee scale. <br /> Personal Health <br /> Current COVID-19 Vaccine codes for the Fall 2025 season (Effective December 10, 2025) <br /> • 91321: Moderna, mRNA-LNP, 25 mcg/0.25 mL dosage (ages 6 months-11 years) $147.06 <br /> • 91322: Moderna (Spikevax), mRNA-LNP, 50 mcg/0.5 mL dosage (ages 12+ years) $161.65 <br /> Health Equity Impact <br /> These updated COVID-19 vaccine fees will allow the Health Department to bill at the Medicaid <br /> reimbursement rate, thus keeping the cost low for self-pay patients on the sliding fee scale. <br /> The Board of Health recommended approval of the new fees at its meeting on November 19, <br /> 2025. <br /> FINANCIAL IMPACT: Staff projects estimated additional revenue of$4,826 from the two (2) new <br /> fees for the remainder of FY 2025-26. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 2: HEALTHY COMMUNITY <br /> OBJECTIVE 2. Expand access to quality, affordable healthcare services. (e.g., Crisis <br /> Diversion facility, Medicaid expansion, crisis response, healthy living campaign) <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the new fees as <br /> recommended by the Board of Health and amend the FY 2025-26 County Fee Schedule. <br />
