1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: December 9, 2025 <br /> Action Agenda <br /> Item No. 8-d <br /> SUBJECT: Purchase of Vehicles for Transportation Services Department <br /> DEPARTMENT: Fleet Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Quotes from Modell Robert Williams, 919-918-4904 <br /> FTA Award Letter <br /> NCDEQ Contract <br /> NCDOT Contract #54-SG-05062022 <br /> Raised Roof Vans and Light Transit <br /> Vehicles <br /> PURPOSE: To approve and authorize Orange County Fleet Services to purchase three (3) Ford <br /> Transit 350 Lightning E-Motors Conversion vans and one (1) Ford E-450 Lighting E-Motors <br /> Conversion van to provide accessible transportation options to individuals with disabilities who <br /> are unable to use the fixed-route bus service. <br /> BACKGROUND: Orange County Transportation Services was awarded $160,000 from the <br /> Federal Transit Administration (FTA) Section 5307 capital funds to support the procurement of <br /> zero emission battery electric transit vans to replace the aging Light Transit vehicles (LTVs) used <br /> within the fixed-route transit operations. <br /> Orange County Transportation Services has also received $93,500 in funding from the North <br /> Carolina Department of Environmental Quality (NCDEQ) through the VW-Transit Bus Program. <br /> This funding is a result of the 2019 North Carolina VW Settlement Program instituted in response <br /> to excessive emissions produced by VW's 2- and 3-liter diesel engines. The funds will be used to <br /> replace a Class 4-B diesel Transit Bus with a Class 4-13 zero emission light transit vehicle (LTV) <br /> in an effort to continue the goal of Clean Air Mobility (CAM). <br /> Orange County Fleet Services proposes the purchase of the replacement vehicles to ensure a <br /> continued safe, efficient, cost-effective transportation service for Orange County residents. The <br /> funding for this vehicle purchase was approved as part of Budget Amendment #3 at the Board's <br /> October 21, 2025 Business meeting. <br /> The vehicles are proposed for purchase from Modell (formerly Creative Bus Sales, Inc.). Modell <br /> has been awarded Contract #54-SG-05062022 Raised Roof Vans and Light Transit Vehicles <br /> through the North Carolina Department of Transportation (NCDOT), which follows federal <br /> procurement guidelines. <br />
