Attachment 2 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 WORK SESSION <br /> 5 November 11, 2025 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Work Session on Tuesday, November <br /> 9 11, 2025, at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, NC. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Jean Hamilton, <br /> 12 and Commissioners Marilyn Carter, Amy Fowler, Sally Greene, Earl McKee, and Phyllis Portie- <br /> 13 Ascott <br /> 14 COUNTY COMMISSIONERS ABSENT: None <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Travis Myren, Deputy County Manager Caitlin <br /> 17 Fenhagen, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present. <br /> 21 <br /> 22 Commissioner Portie-Ascott and Vice-Chair Hamilton volunteered to join the planning <br /> 23 committee for the January 2026 BOCC retreat. <br /> 24 <br /> 25 1. Orange County Land Use Plan 2050 — Board Request for Additional Information <br /> 26 The Board received the third presentation in a series in response to the Board's request for <br /> 27 additional background information for the Land Use Plan 2050 process. <br /> 28 <br /> 29 BACKGROUND: At its April 8, 2025 work session, the Board reviewed a tentative schedule for <br /> 30 receiving presentations from County staff and in some cases, guest presenters, to provide <br /> 31 additional background information for better informing its direction on the Land Use Plan 2050 <br /> 32 process. The Board's calendar preference was for staff to schedule agenda items through mid- <br /> 33 November to receive the information. <br /> 34 <br /> 35 Attachment A is Part A of the BOCC request for additional information grouped into six (6) topic <br /> 36 areas by subject. To cover all topic areas, presentations to the Board are scheduled for work <br /> 37 sessions on September 9, October 14, and November 11, 2025; and at half-day retreats, <br /> 38 scheduled for November 14 and November 21, 2025. The half-day retreats are needed to cover <br /> 39 Part B (Attachment B) of the Board's request for information and will include several guest <br /> 40 presenters. <br /> 41 <br /> 42 The PowerPoint presentation (Attachment C) addresses Board questions, as follows: <br /> 43 Rural Activity Nodes <br /> 44 a) Remind us why there are two, what uses are allowed in each of them, and for which <br /> 45 sizes of population. <br /> 46 b) What uses are currently in the existing rural activity nodes? <br /> 47 c) Why combine them? <br /> 48 d) If commercial is allowed, what specific commercial uses? <br /> 49 e) Additional residential? What types? <br /> 50 <br />
