88 <br /> Staff Comment: The location and character of the proposed use, developed according <br /> to the plan submitted, will be consistent with the rural land uses of the area in which it is <br /> to be located. <br /> Land Use Goal 2: Land uses that are appropriate to on-site environmental conditions and <br /> features, and that protect natural resources, cultural resources, and community character. <br /> Staff Comment: The project shall meet all applicable erosion control, stormwater <br /> regulations, and stream buffer regulations. <br /> Land Use Goal 3: A variety of land uses that are coordinated within a program and pattern that <br /> limits sprawl, preserves community and rural character, minimizes land use conflicts, supported <br /> by an efficient and balanced transportation system. <br /> Staff Comment: The existing use is located within the Rural Buffer, adjacent to low <br /> density residential uses and undeveloped properties. Standards contained in the UDO, <br /> including landscaping and setbacks, will continue to allow the use to be buffered from <br /> neighbors and prevent negative impacts. The site shall be developed with all applicable <br /> development standards from the Orange County UDO in order to protect neighboring <br /> residential properties and minimize land use conflicts. <br /> Land Use Goal 6: A land use planning process that is transparent, fair, open, efficient, and <br /> responsive. <br /> Staff Comment: Orange County staff has noticed the public regarding this application, as <br /> required by Section 2.7 of the LIDO, including a required Neighborhood Information <br /> Meeting, mailings to neighboring property owners, and posting of the property. Additionally, <br /> staff have provided all application documents on the Active Development Projects <br /> webpage. <br /> Consistency with Joint Planning Area (JPA) Land Use Plan <br /> The parcel is located within the Rural Buffer and Joint Courtesy Review Area of the JPA. As a result, <br /> the SUP application was provided to Chapel Hill and Carrboro Town staff for review and comment. <br /> Comments provided from Town staff are included in Attachment 5. <br /> The JPA Land Use Plan identifies the subject parcel as "Rural Residential," which is defined as: <br /> Rural Residential: Rural Residential designation is identical to the Rural Buffer category <br /> contained in the current Orange County Land Use Plan. The Rural Buffer category is described <br /> in the Plan as land adjacent to an Urban or Transition area which is rural in character and which <br /> should remain rural; contain very low-density residential uses, agricultural uses exempt from <br /> zoning regulations, and low-intensity agricultural support uses; and not require urban services <br /> (water and sewer) during the Plan period. <br /> Staff Comment: The proposed modification retains the existing land use as a school <br /> and is consistent with the Rural Residential land use classification of the JPA. <br /> 17 <br />
