Access points shall separate student drop-off areas and visitor parking from bus <br /> traffic. <br /> Staff Comment: The site plan identifies access points for student drop-off and <br /> parking areas. The school does not utilize buses. <br /> vii. If school buses are used, then at least one access shall be limited to school <br /> employee and bus use during normal school hours. <br /> Staff Comment: The school does not utilize buses. <br /> viii. All access points shall be located to provide maximum visibility and safety. <br /> Staff Comment: NCDOT reviewed the site plan. Comments are provided in <br /> Attachment 5. <br /> ix. No driveway shall be permitted in a location that will hinder or congest traffic <br /> movement on a public street. <br /> Staff Comment: NCDOT reviewed the site plan. Comments are provided in <br /> Attachment 5. Prior to performing work in the NCDOT right of way, the applicant <br /> will need to obtain an approved NCDOT driveway permit. <br /> The applicant provided a description of the proposed use and site plan as part of the application packet <br /> (Attachment 2). The site plan identifies all elements required by the above listed UDO sections. <br /> Consistency with 2030 Comprehensive Plan <br /> Staff review of the project included consideration for how the requested Special Use Permit relates to <br /> the Orange County 2030 Comprehensive Plan. The following analysis outlines elements of the <br /> Comprehensive Plan which staff identified as applicable and relevant to the consideration of this <br /> request. <br /> Chapter 2 — Planning Principles <br /> 1. Efficient and Fiscally Responsible Provision of Public Facilities and Services: Orange <br /> County's public facilities and services should be delivered in a manner that efficiently uses <br /> existing capacity. Expansions of facilities and services should be made only after careful <br /> consideration of the costs and benefits of expansion. <br /> Staff Comment: Not applicable. <br /> 2. Sustainable Growth and Development: Growth and development within the county should <br /> occur in a pattern, location, and density that is sustainable over the long-term. <br /> Staff Comment: The proposed project was approved as a special use within the RB <br /> zoning district in 2015. The project shall comply with the UDO standards and meet the <br /> standards of evaluation as reviewed by the Board of Adjustment. The existing land use <br /> currently operates at this site with very minimal impacts to the surrounding area. <br /> Proposed revisions to the previously approved master plan will remain limited to the <br /> property, generating low volumes of traffic, and not negatively impacting surrounding <br /> properties. <br /> 15 <br />
