348 <br /> Attachment 6C <br /> 3. Waste Disposal, Safety and Vehicle Access requirements were met, including: <br /> a. The method and adequacy of providing for sewage disposal facilities, solid waste <br /> and water service is sufficient for the proposed use (UDO 5.3.2(B)(1), Finding of <br /> Fact 2 and 16); and, <br /> b. The method and adequacy of police fire and rescue squad protection is sufficient <br /> for the proposed use (UDO 5.3.2(B)(2), Finding of Fact 2 and 17); and, <br /> c. The method and adequacy of vehicle access to the site and traffic conditions <br /> around the site are sufficient for the proposed use (UDO 5.3.2(B)(3), Finding of <br /> Fact 2 and 18). <br /> 4. Standards specific to the land use were met, including: <br /> a. The project meets all applicable design standards and other requirements of this <br /> Ordinance (UDO 5.8.4(A)(3)(a), Finding of Fact 2 and 19); and, <br /> b. The project meets all service provision criteria including fire, police, rescue <br /> services, water supply, wastewater treatment methods, and sold waste. (UDO <br /> Section 5.8.4(A)(3)(b), Finding of Fact 2 and 20); and, <br /> c. Habitats shall be identified and evaluated in the Biological Inventory and subject <br /> to regulations. (UDO Section 5.8.4(A)(3)(c), Finding of Fact 2 and 21); and, <br /> d. Landscaping and Buffers regulations, including protection of existing vegetation. <br /> (UDO Section 5.8.4(A)(3)(d), Finding of Fact 2 and 22); and, <br /> e. A Stormwater Management Plan (SMP) shall be prepared and reviewed in <br /> accordance with the provisions of Section 6.14 of this Ordinance. (UDO Section <br /> 5.8.4(A)(3)(e), Finding of Fact 2 and 23); and, <br /> f. All drainage structures will be installed and maintained according to the approved <br /> Stormwater Management Plan. (UDO Section 5.8.4(A)(3)(f), Find of Fact 2 and <br /> 24); and <br /> g. Plans for grading and erosion control shall comply with standards contained in the <br /> most current version of the North Carolina Administrative Code Title 15A Chapter <br /> 4: Sedimentation Control, and the most current version of the North Carolina <br /> Erosion and Sediment Control Planning and Design Manual (NC Erosion Control <br /> Manual) (UDO Section 5.8.4(A)(3)(g)(i), Finding of Fact 2 and 25); and, <br /> h. Construction shall be phased to minimize disturbance and sedimentation (UDO <br /> Section 5.8.4(A)(3)(g)(ii), Finding of Fact 2 and 26); and, <br /> i. Sediment control measures shall be properly installed to filter sediment from runoff <br /> during construction and maintained until grading is complete and a permanent <br /> vegetative cover has been established and all slopes stabilized. (UDO Section <br /> 5.8.4(A)(3)(g)(iii), Finding of Fact 2 and 27); and, <br /> j. Permanent landscaping, groundcover, mulch, etc. shall be installed as soon as <br /> practical after construction activities for each phase are completed. (LIDO Section <br /> 5.8.4(A)(3)(g)(iv), Finding of Fact 2 and 28); and, <br /> k. A solid waste management plan, submitted as part of the Resources Management <br /> Plan, shall include the method(s) of disposal and recycling of construction debris. <br /> (UDO Section 5.8.4(A)(3)(h), Finding of Fact 2 and 29); and, <br /> I. Irrigation systems for the school project are designed and can be operated <br /> according to a water conservation plan described in the Resources Management <br /> Plan submitted with the application. (UDO Section 5.8.4(A)(3)(i), Finding of Fact 2 <br /> and 30); and, <br /> m. Habitats identified in the biological inventory and habitats created through <br /> mitigation shall be maintained in accordance with the Resources Management <br /> Plan and/or a conservation easement.
