343 <br /> Attachment 6B <br /> FINDINGS OF FACT <br /> BY THE ORANGE COUNTY BOARD OF ADJUSTMENT <br /> PERTAINING TO A REQUEST SUBMITTED BY <br /> WALDORF EDUCATIONAL ASSOCIATION OF NORTH CAROLINA <br /> PROPOSING A MAJOR MODIFICATION TO EXISTING SPECIAL USE PERMIT <br /> ON A PARCEL OF PROPERTY LOCATED AT 6211 NEW JERICHO ROAD <br /> SUP25-0009 <br /> (PINS 9871646437, 9871658140, 9871743098, and 9871721935) <br /> Based upon the competent, material and substantial evidence received at the evidentiary <br /> hearing, the Board of Adjustments gave each piece of evidence its due weight and makes the <br /> following Findings of Fact: <br /> Application Components <br /> 1. Waldorf Educational Association of North Carolina filed an application for a Special Use <br /> Permit (SUP) Major Modification related to Orange County PINs 9871646437, <br /> 9871658140, and 9871743098 on August 21, 2025 with a fee paid. <br /> 2. The application included an amended site plan, written narrative outlining the specific <br /> changes requested, and attachments as included in the agenda materials received by the <br /> BOA, specifically: Attachment 2. <br /> 3. The existing buildings on the property include: The parcel includes a nursery, middle <br /> school, high school, woodland school, blacksmith shop, maintenance shop, and offices. <br /> In addition, the site contains accessory structures including sheds, playground equipment, <br /> amphitheater, basketball and volleyball courts, and shelters. <br /> 4. The proposed buildings include: Center Building (connecting existing East and West <br /> Wings), Eurythmy (Renovation of existing building), Early Childhood Center, High School <br /> addition, Arts Center, and Auditorium <br /> 5. The access, parking, and care facility include: The project will be utilizing the existing <br /> ingress/egress on New Jericho Road. Parking and loading requirements are met. <br /> 6. A Landscape and Tree Preservation Plan prepared in accordance with Section 6.8 of this <br /> Ordinance. The applicant has provided the required plan as part of the application <br /> package (Attachment 2). <br /> 7. A photometric plan prepared in accordance with Section 6.11 of this Ordinance. Applicant <br /> has provided note on site plan. A condition is provided requiring the applicant apply for a <br /> new SUP if outdoor sports field lighting proposed in the future <br /> 8. Estimated water usage for structures, landscaping and athletic fields. The applicant has <br /> provided the information as part of the application package (Attachment 2). <br /> 9. A Traffic Impact Study. The applicant has provided information as part of the application <br /> package (Attachment 2). <br /> 10. A Biological Inventory, prepared in accordance with Section 5.22.1(A)(2)(b) of this <br /> Ordinance. The applicant has provided the information as part of the application package <br /> (Attachment 2). <br /> 11. A Resources Management Plan, prepared in accordance with the Resources <br /> Management Plan definition in Article 10 of this Ordinance. The applicant has provided <br /> the required plan as part of the application package (Attachment 2). <br /> 12. Ashley Moncado, a member of the Orange County Planning & Inspections Department <br /> staff, provided sworn testimony regarding receipt of the following: 10 copies of site plans, <br /> a list of parcels within 1,000 feet, 10 copies of Environmental Assessment, method of <br /> debris disposal, and development schedule. <br />
