311
STATE
STATE OF NORTH CAROLINA
DEPARTMENT OF TRANSPORTATION
PAT MCCRORY ANTHONY J.TATA
GOVERNOR SECRETARY
April 8, 2015
In reply, refer to
MEMORANDUM File No. SCH-2014-054
TO: Charles Edwards—District Engineer, Division Seven
Dawn McPherson—Division Traffic Engineer
Joel Cranford—Municipal and School Transportation Engineer
FROM: Kimberly Hinton - Municipal and School Transportation Project Engineer kAU
SUBJECT: Emerson Waldorf School Review of Revised Site Plan, Orange County
Municipal and School Transportation Assistance (MSTA)performed a review of the Revised
Site Plan Emerson Waldorf School prepared by Summit Design and Engineering Services.
Emerson Waldorf is a private school located in Chapel Hill in the northwest corner of the New
Jericho Road(SR 1899) and Mill House Road(SR 1725) intersection. The school plans to
construct several new buildings and increase student population by 92 students. This review is
based on a maximum of 350 students in Early Childhood through twelve grades (Nursery— 121h)
If the school is projected to accommodate a higher number of students than indicated, then
further review will be required. The key dates regarding this development are as follows:
Received by This Office 11/06/2014 Sealed TIA 10/31/2014
MSTA Correspondence Sent 01/20/2015 Non Sealed Site Plan 12/01/2014
Received by This Office 03/20/2015 Non Sealed Revised Site Plan 03/16/2015
The Site Plan does properly address the on-campus queue lengths for high traffic demand
days.
Driveway 4 has three lanes, one exit lane and two entrance lanes. There is an internal
Xconflict and possible weave section created with the 1-4 Loading and 5-8 Loading parents.
This is considered a traffic safety concern.
Traffic queue lengths required for this school was provided in earlier correspondence and
meetings as shown on Figure 1.
The Revised Site Plan shows a traffic safety concern entering Driveway 4. The intent of the two
ingress lanes is to provide vehicle queue length for the 5 — 8 Loading parents. Recommendations
are provided.
• Reduced Driveway 4 to two lanes (one ingress lane and one egress lane)
• Widen the school driveway(12 feet wide and 160 feet long)just before the 5 —8 Loading
Zone to implement a double queue process (two 12 feet wide lanes); it may be necessary
for a staff member to be located at the Stop Line to direct double queued parents into the
single lane parent loading zone.
MAILING ADDRESS: TELEPHONE:919-773-2800 LOCATION:
MUNICIPAL AND SCHOOL TRANSPORTATION ASSISTANCE FAx:919-771-2745 750 NORTH GREENFIELD PARKWAY
1561 MAIL SERVICE CENTER GARNER,NORTH CAROLINA 27529
RALEIGH,NORTH CAROLINA 27699-1561 WEBSITE:WWW.NCDOT.ORG/-MSTA
