The revisions appear <br /> to have substantially addressed the queuing and operational issues previously discussed. In the <br /> attached report, MSTA has provided additional recommendations intended to further improve <br /> operations on the site.This office has no objection to the master plan proceeding through the <br /> County SUP process subject to the applicant implementing these recommendations. Because the <br /> proposed new access lies beyond State maintenance limits, no driveway permit is required from this <br /> office. However, it remains the responsibility of the school to manage internal circulation and <br /> accommodate internal queues so as to not negatively impact the adjacent State roads. Any <br /> installation or work performed in the NCDOT right of way will require approval and execution of the <br /> appropriate encroachment agreement by this office. I appreciate the cooperation from the school <br /> and their consultants in working with the Department to arrive at an acceptable solution for <br /> accommodation of present and projected site traffic. I was telling the county and the clients at our last <br /> meeting that typically, or at least in my experience in Division 5, the District Engineer submitted the <br /> plans/docs to MSTA for review, they returned their review comments to the District Engineer and <br /> the District Engineer decided which comments would be passed along to the applicant. That said, I <br /> have seen the letter that MSTA issued to you, and that I assume you passed along to the County.
