269 <br /> r621 Hillsborough Street <br /> Suite 500 <br /> Raleigh,NC 27603 <br /> WADAMS 919.361.5000 <br /> June 06,2025 <br /> Michelle Fridman <br /> Emerson Waldorf School <br /> 6211 Ne Jericho Road <br /> Chapel Hill, NC 27516 <br /> RE: Emerson Waldorf School—Durham, North Carolina—Traffic Impact Analysis Validation Letter <br /> Dear Ms. Fridman, <br /> Traffic Impact Analysis Validation <br /> This Traffic Impact Analysis(TIA)Validation letter presents a summary of the previously approved TIA,dated October 31,2014, <br /> in comparison to the current operation for the Emerson Waldorf School in Chapel Hill, North Carolina.The existing school is <br /> Located west of I-40 on New Jericho Road. The school is served through three driveways on New Jericho Road for Early <br /> Childhood (Kindergarten and Nursery), Lower School (1 st -8th grades) and High School (9th -12th grades). The total current <br /> population of the school is 290.The enrollment for Early Childhood School is 61 students,Lower School is 116 students,Middle <br /> School is 60 students,and High School is 57 students for the 2024-2025 school year. <br /> The original TIA, completed bySEPI Engineering in October 2014, utilized trip generation projected by the NCDOT's Municipal <br /> and School Transportation Assistance's (MSTA) school calculator.The number of students projected in the 2014 study was <br /> 350 students to generate the traffic during AM and PM peak periods.Weekday AM peak hour total trips generated were 372 <br /> vehicleswith 221 vehicles entering and 152vehiclesexiting.School PM peak hourtotaltrips generated was 211with 94vehicles <br /> entering and 117 vehicles exiting. The current population of the school is 290 students, which is still below the previously <br /> analyzed density of 350 students. <br /> A Traffic Management Plan (TMP)was also completed in 2014 by Summit Engineering which outlined the carpool operations <br /> and circulations recommendations associated with the planned campus expansions for a maximum of 350 students. Based <br /> on changes to these plans, an updated TMP was prepared in November 2024 by Kimley-Horn utilizing the existing driveways <br /> and parking lot layouts. This November 2024 TMP was prepared for 239 students grades 1-12 with Pre-K and Kindergarten <br /> students recommended to be walked in/out of school by their parents. <br /> A sight distance analysis was completed forthe driveways of the Emerson Waldorf Schoolto determine if there are any possible <br /> safety concerns that need to be addressed.The following are the sight distance findings for each driveway: <br /> I Northern Driveway <br /> — Looking right—no issues.Clear view of the New Jericho Road/Millhouse Road intersection. <br /> — Looking left, measured a sight distance of 525'. <br /> • This meets a design speed of 50 mph (45 mph posted). <br /> • No posted speed limit,which would typically indicate 55 mph posted on a state-maintained road outside Town <br /> Limits. This would suggest a 60-mph design speed and therefore 575' left-looking sight distance. However, the <br /> geometry of the road does not allow for safe operation at this speed. <br /> • State maintenance ends just south of this driveway. North of this point, since this is a private road, so there is no <br /> NCDOT-set speed limit(the 55-mph default speed limit is not likelyto apply). <br />
