Mr. Kirkland' s specialized technical knowledge will <br /> assist the BOA in understanding the evidence and the <br /> impact, if any, that the proposed special use as <br /> modified would have on the value of contiguous <br /> properties . <br /> 10 . The Board accepted Laura Holloman, AICP, as an expert in Land <br /> Planning and Entitlements to present the Application upon the <br /> following determination: <br /> a. Ms . Holloman has considerable professional experience <br /> and education in the fields of Land Planning and <br /> Entitlements and has been admitted as an expert witness <br /> in numerous jurisdictions. <br /> b. Ms . Holloman' s specialized knowledge will assist the BOA <br /> in understanding the evidence and the Application' s <br /> compliance with UDO provisions. <br /> 11 . The Applicant presented competent material and substantial <br /> evidence intended to establish that the standards applicable <br /> to the Application as described in the UDO are or will be met <br /> as follows : <br /> a. TIA Verification Letter <br /> b. Environmental Assessment <br /> C. Preliminary Stormwater Memo <br /> d. Biological Inventory <br /> e. Forest Stewardship Plan <br /> f. Well Permit <br /> g. Wastewater Permit <br /> 12 . The Applicant presented competent, material and substantial <br /> evidence intending to establish that the general standards <br /> for modification of a special use permit as described in the <br /> UDO, including at Section 5. 3.2 (A) are or will be met as <br /> follows: <br /> a. The project as proposed will maintain or promote the <br /> public health, safety and general welfare if located <br /> where proposed and developed and operated in accordance <br /> with the plans submitted. <br />
