ORANGE COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: September 20, 2005 Action Agenda <br />Item No. 6 -q <br />SUBJECT: Resolution Providing Comments to the Transportation Advisory, Committee of the <br />Durham-Chapel Hill-Carrboro Metropolitan Planning Organization Regarding the <br />Ra~innal Priority List for 2007-2013 Transportation Improvement Program <br />DEPARTMENT: Planning and Inspections <br />PUBLIC (YIN) <br />HEARING: <br />ATTACHMENT(S): <br />1, Resolution to Transportation Advisory Committee <br />2, Draft Regional Priority List for 2007-2013 TIP (Excerpts) <br />3, Letter from NCDOT MPO Coordinator <br />INFORMATION CONTACT: <br />Craig Benedict Ext. 2592 <br />Karen Lincoln Ext. 2594 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />PURPOSE: To endorse comments to the Transportation Advisory Committee (TAC) of the <br />Durham-Chapel Hill-Carrboro (DCNC) Metropolitan Planning Organization (MPO) regarding the <br />draft regional priority list for the 2007-2013 Transportation Improvement Program (TIP). <br />BACKGROUND: The DCNC MPO TAC, at its meeting on August 10, 2005, adopted a <br />provisional regional priority list far the 2007-2013 TIP, with recognition that the priority list may be <br />amended after input from the local jurisdictions, The TAC will consider comments and approve the <br />regional priority list at its meeting on October 12th, The Technical Coordinating Committee ~TCC) <br />will make its recommendation to submit to the TAC at the TCC's meeting on September 281 . <br />The NCDOT Transportation Improvement Program cycle change, from even numbered years to <br />odd numbered years, has abbreviated the schedule for MPOs to develop regional priority lists, To <br />meet NCDOT schedules far developing the 2007 - 2013 TIP, the TAC released the draft regional <br />priority list for the 21-day public comment period in .luly, when many local jurisdictions did not hold <br />meetings, <br />The provisional regional priority list (Figure 3 in Attachment 2, pages 30 - 47) reflects each project's <br />priority, with respect to priority projects submitted by all jurisdictions in the MPO, based on the <br />MPO's endorsed ranking system and methodology. The NCDOT considers distribution of funding <br />at the division level. Projects in Durham County (Division 5) and Chatham County (Division 8) <br />should not affecafuenS 9 9 8e ssaosubset of thetregionalnlg tthat costa nls only t olse projects (that aren <br />Attachment 2, p g <br />in Orange County. <br />The ranking methodology (Attachment 2, pages 20 - 25) is only one tool used to produce the final <br />regional priority list, The TAC will consider other criteria, i,e. local government project priorities, <br />public comments and the long-range transportation plan, in developing the final regional priority list. <br />
