On the waiver, an applicant states how much land they will disturb and attest they will <br /> remain under the land disturbance permitting thresholds found in the UDO (they differ by <br /> watershed). In the county's relatively new permitting system and protocol, an applicant is now <br /> required to state their proposed land disturbance on the building permit application. Erosion <br /> Control staff reviews and signs off on all building permit applications in Energov, the County's <br /> central permitting software that launched in 2017. The waiver is therefore a redundant and <br /> unnecessary step, often misunderstood by applicants and creating delays in issuing building <br /> permits. Staff recommends removing it to avoid administrative redundancy and permitting <br /> delays. <br /> These amendments still require internal and legal review. In compliance with the Orange <br /> County-Chapel Hill-Carrboro Joint Planning Land Use Plan and Agreement, the proposed <br /> amendments will be sent to both towns for comment. Proposed text amendment language can <br /> be found in Attachment 1 within a "track changes" format. <br /> FINANCIAL IMPACT: Consideration and approval will not create the need for additional funding <br /> for the provision of County services. Existing staff, included in the Departmental staffing budget, <br /> will accomplish the work required to process this amendment. <br /> RECOMMENDATION(S): Planning staff recommends the Ordinance Review Committee review <br /> and comment upon the proposed amendments to the UDO. <br />
