ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 1, 2003 <br />Action Agenda <br />Item No. <br />SUBJECT: Renewal of Consolidated Agreement Between Department of Health and <br />Human Services and the Health Department <br />DEPARTMENT: Health PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Consolidated Agreement Rosemary Summers, ext 2411 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To approve the annual consolidated agreement between the NC Department of <br />Health and Human Services and the Orange County Health Department, which provides State <br />and Federal funds to the Health Department to partially support mandated services. <br />BACKGROUND: The attached agreement stipulates the provisions for receiving State and <br />Federal support for the programs listed below. <br />General CSHS Orthopedic <br />Maternal Health Child Health <br />AIDS (Federal) Child Service Coordination <br />Family Planning Immunization Action Plan <br />Food and Lodging <br />Environmental Health <br />Block Grant that includes Communicable Disease, Adult Health and Health Promotion <br />At this point in time, the State anticipates funding at the same level approved this year, with the <br />exception of the Intensive Home Visiting Program. Funding for this program ($40,745) has not <br />been allocated for the coming year. The Intensive Home Visiting Program is comprised of two <br />home visiting clinical staff and a half time secretary who work with the highest risk clients for <br />potential child abuse and neglect. The program was initiated as a pilot by the County back in <br />the late 90s when funding from the State was much more significant. Staff anticipates being <br />able to carry the program forward with a combination of Smart Start dollars and Medicaid <br />billings in the budget year ahead. <br />Last year, the State also cut $8,740 in General Aid to County funding. That cut is being <br />sustained this vear as well as a cut in TANF funds ($7,500) and several other minor cuts. In <br />
