1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: December 1, 2025 <br /> Action Agenda <br /> Item No. 8-f <br /> SUBJECT: Renewal of Fairview Park Memorandum of Interlocal Agreement <br /> DEPARTMENT: Environment, Agriculture, Parks <br /> & Recreation (DEAPR); County <br /> Attorney <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Renewal Memorandum of Interlocal David Stancil, 245-2522 <br /> Agreement James Bryan, 245-2318 <br /> PURPOSE: To approve renewing a Memorandum of Interlocal Agreement (MOA) with the Town <br /> of Hillsborough for a five-year term for certain activities and operations at Fairview Park. <br /> BACKGROUND: Fairview Park, part of the Orange County Parks system, was built and opened <br /> in 2010. The park is located adjacent to the Fairview community in the Town of Hillsborough and <br /> is surrounded on three sides by the Town limits. The Dorothy N. Johnson Community Center, <br /> which was formerly a Town community policing station, is owned and operated by the Town on <br /> Rainey Avenue on land owned by the Town. Fairview Park is built in part on land previously owned <br /> by the Town that was part of a land swap and consolidation of land holdings that occurred prior <br /> to park construction. <br /> In recognition of the park's location adjacent to the Town limits and other Town facilities, and the <br /> fact that many of the park patrons are Town residents, the County and Town entered into a <br /> Memorandum of Interlocal Agreement in 2010 regarding park operations and activities. The MOA <br /> provides that the County operates and maintains the park, and the Town provides the cost of <br /> water and sewer service, trash collection and gate opening and closing for the park. The Orange <br /> County Sheriff's Office and the Town Police Department collaborate on public safety matters. <br /> The five-year MOA was last renewed under identical conditions in 2020 by the County and Town, <br /> and while there have been updates to the park amenities and activities, there are no changed <br /> conditions to the provisions of the Agreement. The community center owned and operated by the <br /> Town is outside of this Agreement. An updated draft renewal MOA for another 5-year term through <br /> 2030 is attached. <br /> FINANCIAL IMPACT: There is no financial impact associated with the renewal of the Agreement. <br /> There are no material changes to the renewal of the Agreement. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION <br />
