As members of the International Council of Local Environmental <br />Initiatives (ICLEI) and the Cities for Climate Protection program, the three local governments <br />have jointly committed to undertaking an inventory of greenhouse gas emissions and an <br />action plan to effect reductions in emissions. The Boards agreed to pursue the project with <br />the County's Environment and Resource Conservation Department (ERCD) serving as <br />project coordinator, and asked the staffs to develop a scope of work for the project and solicit <br />qualified firms through a Request for Qualifications, This was done in late 2003 and early <br />2004 by the staffs of each jurisdiction. After meeting to review qualifications, and ask/receive <br />answers to clarifying questions, the staff work group unanimously agreed to recommend <br />ICLEI Energy Services (IES) of Toronto as consultant, <br />Over the last six months, the staff work group has developed a proposed Memorandum of <br />Agreement (MoA) between the jurisdictions that outlines the project cost shares and <br />
