Memorandum of Understanding Between Orange County and Town of Hillsborough for <br /> the Solar Feasibility Study, and Approval of Budget Amendment #3-A <br /> The Board: <br /> 1) Approved a Memorandum of Understanding (MOU) between Orange County and the <br /> Town of Hillsborough for a Solar Feasibility Study of properties owned by the Town of <br /> Hillsborough; <br /> 2) Authorized the County Manager to execute the MOU, subject to final review by the <br /> County Attorney, and any subsequent amendments on behalf of the Board; <br /> 3) Approved and authorized the County Manager to execute a Professional Services <br /> Contract with Pisgah Energy and a written exemption from North Carolina General <br /> Statute 143-64.31, subject to final review by the County Attorney, and any subsequent <br /> amendments on behalf of the Board; and <br /> 4) Approved Budget Amendment #3-A to provide for the receipt of revenue from the Town <br /> of Hillsborough and the total cost of the project. <br /> d. Approval of an Amendment to the Freedom House FY 2024-25 Contract for Opioid <br /> Funding <br /> The Board approved an amendment to the FY 2024-25 Services Agreement with Freedom House <br /> Recovery Center, Inc. to extend the end date from June 30, 2025 to December 31, 2025 in order <br /> for Freedom House to fully utilize all approved Opioid funding. <br /> e. Approval of the North Carolina Arts Council Grant Contract for the 2025-26 Grassroots <br /> Arts Program <br /> The Board approved the 2025-26 Grassroots Arts Program grant contract with the North Carolina <br /> Arts Council (NCAC). <br /> f. Authorization for County Manager to Sign the State Bureau of Investigation Non- <br /> Criminal Justice Access Agreement <br /> The Board authorized the County Manager to execute the State Bureau of Investigation (SBI) <br /> Non-Criminal Justice Access Agreement, enabling compliance with new statutory hiring <br /> requirements. <br /> g. Approval of Amendments to the Orange County Code of Ordinances Section 28 — <br /> Personnel Regarding Law Enforcement Special Separation Allowance <br /> The Board adopted a resolution: <br /> 1) Approving amendments to the Orange County Code of Ordinances Chapter 28 — <br /> Personnel, Section 28-38 - Retirement Q) (2) regarding the Special Separation <br /> Allowance for law enforcement officers to incorporate changes in accordance with <br /> Session Law 2025-8, which amended North Carolina General Statute §143-166.42; and <br /> 2) Approving other minor language amendments to Section 28-38 - Retirement. <br /> h. Boards and Commissions —Appointments <br /> The Board approved the Boards and Commissions appointments as reviewed and discussed <br /> during the October 14, 2025 Work Session. <br /> 9.
