The appellant further states that the <br /> dwelling was constructed over three separate decades by unskilled laborers who were <br /> neighbors and friends. The appellant cites the overall poor condition of the house as the <br /> primary reason for the appeal. <br /> Evidence submitted by the county representative: <br /> • The subject property is a 0.34-acre tract with a 2,312-square-foot single-family dwelling <br /> located at 119 Rencher Street in Hillsborough. The appellant contends that the subject <br /> property is not comparable to nearby homes that have recently sold due to differences in <br /> construction quality and overall condition. <br /> • County staff visited the property for physical verification and photos and were able to inspect <br /> both the exterior and interior of the dwelling. <br /> • After inspection and review,the County recommends the following adjustments: <br /> - Reduce the Effective Year Built from 1981 to 1956 <br /> - Reduce the Quality Grade from C to D <br /> - Change the Condition rating from Average to Fair <br /> - Apply an additional 15%Physical Depreciation to the dwelling <br /> • These changes are recommended based on the observed quality of construction and the <br /> property's overall condition during the field inspection.
