Additionally,there is a significant cost associated with extending water and sewer <br /> infrastructure to the site, as substantial fees are owed to OWASA for development. <br /> • Given these limitations and the financial burden required for utility access and development, <br /> the land should be valued at$75,000 per acre. <br /> Evidence submitted by the county representative: <br /> • The subject property consists of 2.81 acres of vacant land located behind 1020 Hillsborough <br /> Road in Chapel Hill. A site visit was conducted on October 1 st by County staff, accompanied <br /> by the current property owner,Randy Horton. <br /> • This parcel is undeveloped and has never been improved. A recorded easement for Parcel <br /> 9779327032 runs along the north side of the property line. In addition, state-maintained dead- <br /> end signage restricts access via Webb Drive, effectively limiting direct entry to the lot. <br /> • Based on these access limitations and the presence of the easement,the County recommends <br /> applying a-20%negative influence adjustment to the land value.
