(2)Land <br /> valuation should reflect the property being in a floodplain. (3)Flood insurance costs and <br /> damages. (4)Market penalty for flood risk. (5)Required capital improvements. <br /> Evidence submitted by the county representative: <br /> • A site visit by an appraiser was performed on 10/10/2025. The appellant was at home and <br /> allowed access to the property's exterior and interior. Photos taken from the exterior are <br /> attached. <br /> • Appraiser observations and recommendations: <br /> ➢ GRADE: The residence has a grade of B-10.No change to grade is recommended. <br /> ➢ AGE: The residence was built in 1965 and currently has an effective year built of <br /> 2000. No change is recommended. <br /> ➢ CONDITION: The property was affected by Tropical Depression Chantal in 2025 with <br /> floodwaters reaching 5 to 6 feet above the foundation. Since the flooding occurred <br /> after January 1, 2025, no change to condition can be supported for 2025. An <br /> assessment of the property's condition for January 2026 is recommended. <br /> ➢ FLOOD ZONE: The property currently does not have a value adjustment for the flood <br /> zone. It is recommended an E15 neighborhood modifier be applied,which would <br /> reduce the building value by$45,000 and the land value by$45,000. <br /> ➢ YARD ITEMS: A studio outbuilding is currently valued at$21,100. It is <br /> recommended that the structure be reclassified as a workshop and a 50%depreciation <br /> override be applied. The structure is located in the floodplain and therefore has <br /> reduced utility. It's adjusted value would be $8,500. <br /> ➢ BUILDING SKETCH: The rear deck has been sketched incorrectly and is counted <br /> twice on the property record.
