The appellant states that the offers were received via mail. <br /> Evidence submitted by the county representative: <br /> • The subject property is a 5.83-acre vacant tract located off Biron Lane in North Hillsborough. <br /> The County visited the lot for physical inspection. In reviewing the appellant's supporting <br /> documentation,the two offers to purchase are from investors who are looking to purchase land <br /> at discounted rates. The County contends that these offers do not represent true market value. <br /> The County performed a sales analysis of four vacant lots sold in proximity to the subject <br /> property. Comparable sale#1 is beside the subject property and has the same base rate of <br /> $60,000 per acre. The price per acre of comparable sale#1 is less than the subject property <br /> because it's almost twice as large. As acreage increases,the price per acre decreases. The <br /> other three comparable sales are located in neighborhood code 5002. Neighborhood 5002 has <br /> a base rate of$66,000 per acre. Two of the three comparable sales are much larger tracts than <br /> the subject property, so their price per square foot is lower. After review, the County <br /> recommends applying a-10%topography adjustment to the subject to account for a stream that <br /> runs up the right side of this tract. This adjustment would lower the assessed value to <br /> $169,400.
