In reviewing the appellant's <br /> supporting documentation,the two offers to purchase are from investors who are looking to <br /> buy land at discounted rates. The County contends that these offers do not represent true <br /> market value. The County performed a sales analysis of four vacant lots sold in proximity to <br /> the subject property. Comparable sale#1 is beside of the subject property and both tracts are <br /> very close in size. The other three comparable sales are located in neighborhood 5002. <br /> Neighborhood 5002 has a base rate of$66,000 for AC-9 pricing. The base rate per acre for the <br /> subject's neighborhood, 1002, is $60,000. Two of the three comparable sales from this <br /> neighborhood are similar in size and value to the subject property.After review, the County <br /> recommends changing the land influence code from Easement to Shape but leaving the land <br /> adjustment at-10%. This change does not impact the subject's assessed value.
