88 <br /> 2 <br /> multi-phase Justice Center Space Needs Projecta long-term capital effort to expand and <br /> modernize the County's justice-related infrastructure. Completing this renovation is critical <br /> for immediate operational improvements and supporting future construction of a new Justice <br /> Center annex in a subsequent project phase. <br /> The building currently suffers from significant water intrusion, which has resulted in <br /> widespread mold growth. Environmental remediation, including mold abatement and water <br /> intrusion mitigation, must be completed before any renovation. The mitigation may require <br /> the removal of the entire brick facade. The selected design team will plan and coordinate the <br /> mitigation and remediation efforts with their own environmental consultants as part of the <br /> overall construction project. <br /> Upon completion of mitigation and remediation, the facility will undergo a comprehensive <br /> renovation to meet the needs of a modern law enforcement agency. The building will house <br /> the full range of Sheriff's Office functions, including administrative offices, investigative units, <br /> secure work areas, command staff spaces, and briefing and meeting rooms. All renovations <br /> must incorporate modern building systems, technology infrastructure, ADA accessibility, life <br /> safety and security compliance, and energy-efficient design principles. <br /> As part of the County's commitment to sustainability, the design team should evaluate the <br /> integration of solar power. The Link building had a geothermal heating and cooling system, <br /> and so the design should incorporate that existing infrastructure. <br /> B. Design and Construction of the Evidence Storage Facility <br /> The project also includes the design and construction of a new 6,000 sq.ft. Evidence Storage <br /> Facility, which will be located on the same property as the Orange County Detention Center. <br /> This new facility is a critical investment in secure, scalable evidence handling capabilities that <br /> meet the highest accountability and public trust standards. <br /> The facility will be designed to support evidence intake, processing, and storage of a wide <br /> range of sensitive materials, including biological samples, digital media, narcotics, and <br /> general physical evidence. It will include secure administrative work areas for an evidence <br /> technician. The layout and access points of the building must align with existing Detention <br /> Center operations and maintain strict adherence to security protocols. <br /> The design must comply with national best practices and follow standards established by the <br /> International Association for Property and Evidence. The building must be highly secure, <br /> operationally efficient, and designed to scale as the County's needs grow. Sustainability will <br /> be a key component of the design process, with the County requiring the design team to <br /> evaluate the feasibility of solar energy generation and geothermal systems at the site. <br /> The proximity of the facility to the Detention Center offers strategic advantages in terms of <br /> logistics, access, and security. The selected firm must ensure the design fully leverages <br /> these site advantages while delivering a high-performance facility that serves the Sheriff's <br /> Office effectively for years to come. <br />
