70
DURHAM COUNTY / CITY
/ EMERGENCY OPERATIONS +
BACK-UP 911 CENTER
A
IM-
'mss
_ 4
r D
CLIENT REFERENCE The Durham County/City Emergency Operations and Back-up 911 Center is a
Peri Manns, ASLA combined facility consolidating the City and County Sheriff's Office Back-up 911
Deputy Director, E&ES Centers with the Durham County Emergency Operations Center (EOC).
Durham County
(919) 560-7996 The EOC and 911 Centers are separate within the building, each having their own
pmanns@dconc.gov dedicated support spaces. The Design Team worked closely with each of the three
entities to identify opportunities for shared program areas and other efficiencies
COMPLETION in the overall space usage. These were spaces needed infrequently by each group,
2026;Study completed including a commercial kitchen, large dining room, multiple purpose training room,
in 2020 media briefing room, laundry facilities, and bunk rooms.
The 41,000 sf facility will be placed on a compact site with just 1.5 acres of
$40M (estimated) buildable area. The design team identified creative opportunities to use the site
efficiently and maintain the critical functions. Parking layout focuses on the daily
demand, but during an emergency activation, the two-lane road moving through the
41,000 sf site becomes one-way to allow parallel parking for additional capacity. Storm water
control is achieved underground, freeing more surface area for programmatic needs.
SUSTAINABILITY
Targeting LEED° Gold In 2020, O'Brien Atkins was commissioned by Durham County to evaluate the
existing Durham County EOC and determine the future needs, considering a
TEAM CROSSOVER renovation, replacement on site, or replacement on a new site. A year after the initial
Kevin G. Montgomery study was underway, the City of Durham requested that it also conceptually plan for
Josh Brady a City Back-up 911 Center which has since been incorporated into the project.
Steven Harris
Jay Smith
Jorge Gomez 26
