The County's FY 2025-35 Capital Investment Plan (CIP) <br /> included this project with funds of $16,914,576. <br /> Sheriff's Office Evidence Storage Facility <br /> As part of the FY 2025-35 CIP, the Board approved the construction of an evidence storage <br /> building on the same site as the Orange County Detention Center with a budget of $2,430,000. <br /> Currently, evidence is stored in the basement of the old jail, which is unconditioned and unsuitable <br /> for long-term storage. <br /> Firm Selection Process <br /> On July 3, 2025, Request for Qualifications (RFQ) 367-005458 was issued for design and <br /> engineering services for the renovation of the Link Center and an evidence storage facility. Ten <br /> (10) submissions were received, and staff from the County Manager's Office, Asset Management <br /> Services, and the Sheriff's Office interviewed the top three (3) firms. The selected firm, O'Brien <br /> Atkins, has significant local experience, including design of the Durham County Backup 911 Call <br /> Center and Emergency Operations Center (EOC) and the City of Durham's Police Headquarters <br /> Complex. <br /> The O'Brien Atkins proposal for these services is $1,845,186 which is funded in the FY 2025-35 <br /> Capital Investment Plan. <br /> FINANCIAL IMPACT: The FY 2025-35 Capital Investment Plan included funding in FY 2025-26 <br /> of $1,400,000 for the design of the Link Center renovation and $2,430,000 for the design and <br /> construction of the Evidence Storage building. Additional funds are included in the FY 2026-27 <br /> CIP for the renovation of the Link Center for $15,514,576. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • MISSION STATEMENT — Orange County is a visionary leader in providing governmental <br /> services valued by our community, beyond those required by law, in an equitable, <br /> sustainable, innovative and efficient way <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1) Approve the proposal and contract with O'Brien Atkins for design and engineering services <br /> for the renovation of the Link Center and a Sheriff's Office Evidence Storage Facility; and <br /> 2) Authorize the County Manager to execute the Agreement, subject to final review by the <br /> County Attorney, and any subsequent amendments for contingent and unforeseen <br /> requirements up to the approved budget amount on behalf of the Board. <br />
